Legislation that would allow municipalities to annex land enclosed within corporate limits was carried over Wednesday in House and Senate committees.
HB 369 by Rep. Jack Williams, R-Birmingham, and SB 266 by Sen. Linda Coleman-Madison, D-Birmingham, would allow towns and cities to annex “doughnut hole” areas 15 acres in size or less.
HB 369 faced opposition in the House County and Municipal Government Committee from individuals and groups concerned about private property rights. SB 266 met with similar concerns in the Senate County and Municipal Government Committee. It is unlikely either bill will come up for a vote during the session.
The Federation opposes the legislation.
